What is the best mp3 format for music but getting the smallest size file possible?
It still seems good at these low settings:
    64 kbps
    22050 Hz, 16-bit Stereo
    *CBR *MP3

Please let me know if you have better optimized settings?
    Thank you....Regards, James

There is no correct optimal answer. It all depends on how important or complex your soundtrack is to the game and truthfully many other factors (length, is the user likely to be using headphones, is there vocals, and more).

IMHO your settings seem fine for less complex music, although I would go with mono rather than stereo if I could, especially if space was premium. For more complex music with different "instruments" I would go with 128kpbs stereo at a minimum. For shorter soundtracks you can go with a higher quality because space is less of an issue.

Also, background music is streamed rather than loaded entirely into memory, so that is something to consider. SFX are fully preloaded into memory.
