How Can I Make A Music Game That We Can Have The Game Play So The User Has To Playback

At the title says we want to make a game where musicians or anyone can learn muisc..
It would be like the old electronic toy SIMON but instead of four buttons we would have 12 notes
If you have any ideas please let me know.
