I dont think its a bug as i know you can have multiple worlds that have different settings as for character i don't think you can have the same character with differents settings for each of the worlds (the character is universal maybe in upcoming update its going to have the ability to change to make it have different ability for each world) however you can create multiple characters with differents settings but this last its going to change for every world i hope you understand.
