That is for the whole world, if you just want a scene, create a action and select an gameplay and provides type "gameplay" featherless time warp as you want and duration just as you want 10 = slow motion 60 = normal 100 = fast
Time Warp defines how to go fast and slow game, you read the title? Or even as you watched the game went in TimeWarp SlowMotion = 10, 60 = normally and 100 = goes very quickly
