Google Developer Console Account Leaderboard Oauth Consent Screen

Hi,
I am looking for some information about what needs to be done in the screen below. Currently my leaderboard is in draft stage. For now i can publish it by using the older version of google developer console account but it would be discontinued after 2 november. Requesting for some information.

You tick the bottom one, if you want people to play your game - anyone with a google account.
The top one is really used if you are testing the game either on your own google device, or a bunch of friends with a link.

But if you are releasing your game for the world to play, the bottom one is what you select.
