well I would assume a small white dot will do the trick with different sizes and shapes and spawn at different intervals. You can create your own snowflakes that looks tasty
Yeah, In photoshop with Brush Tool put small white dot. It will look more realistic. And then resize it as you want.

I don't want to be rude but OMG seriously do you want people to make the entire game for you? Put in some effort to learn the tools, you should be able to learn how to do everything yourself if you try. I tought my little sister when she was 8 how to use photoshop and 3D studio max. Use the forum search before creating a new thread. There are tutorials for nearly everything on youtube! BTW GIMP is another image editor and it's free!
